There is no rigging necessary for the Tories to lose in Ontario, Quebec and the Maritimes. The Tory's base of middle-class+ white voters is shrinking. While the Liberals' base of SJWs, "BIPOC" and the poor is growing.
You know why Trump won Pennsylvania, Wisconsin, Michigan, Ohio but the Tories keep losing the Maritimes and urban parts of the country? Because Trump knows how to talk to poor whites and he's been able to talk to racial minorities better than any Republican since Dwight Eisenhower. Poor whites in the Maritimes recognize that Tories look down on them like they are a piece of shit. With all the complaining the Tories do about welfare recipients. But nothing said about the Liberal and Conservative governments that killed their jobs. That inflated the housing bubble in urban metropolitan areas like Toronto, Vancouver, Montreal, etc. Why vote for a party that has open contempt for you? The Liberals at least kiss them before they fuck them. Politicians on both sides are shit.
You catch more flies with honey than vinegar. Tories have a serious problem understanding this. While the Liberals are the masters at bullshit.
Harper did well with getting votes in Ontario and Quebec in 2006-2011. But then he lost in 2015 for a reason. People don't vote against the incumbent if they are happy with his performance.
I wanted Harper to do something about the housing bubble. He and the Liberals appear to have no interest in remedying that problem. And I place the blame as well on provincial governments. Dalton McGuinty, Kathleen Wynne, Doug Ford. And regional and municipal governments. So I don't place the blame solely on Tories as the Liberals and NDP are terrible at governing too. And there is bad management at all levels of government. Federal, provincial, regional, municipal.
The housing bubble is driven by a combination of mass immigration, foreign investors buying up Canadian real estate, our heavy reliance on imported goods from China (the Chinese then turn around and buy Canadian real estate with the Maple Bucks we gave them for their wares) and NIMBYs preventing the expansion of residential and mixed-use zoning. NIMBYs often use muh infrastructure as an excuse to not expanding housing. But after Trudeau ran up a huge deficit over a virus that kills a very small portion of the population and with Tories green-lighting lockdowns, I don't want hear anymore that we don't have the money for infrastructure.
