Canada fucked over imports and cost American farmers a lot of money with their practices, which is why America was so pissed off over dairy. This process and the products it produced werent part of the ban/restrictions of previous deal and should not have been retroactively added and penalized, yet were. Again, I'm forgetting a lot of the exact details on what was covered, but thats the jist of it. Likely didnt care that much after the fact and used as leverage for other changes. They were more pissed about the Chinese steel bypassing American tariffs and restrictions through Canada where we were rubber stamping everything and dumping garbage steel into America. We were so fucked on this new NAFTA and its all Liberals fault.
