Flights are only supposed to be allowed for Canadian citizens, residency holders and more recently select international students who already had access to Canada prior to COVID who can prove they need to be here to student. Other than that, only diplomats, essential workers from other countries are supposed to be allowed to fly in here. HOWEVER, if people think flights a couple times a week from central China, the birthplace of the 'pandemic' or 'biochemical weapon' is full of Canadian citizens or Chinese with Canadian residency, I have some swamp land in Florida to sell ya.
