First you call by-law enforcement. If by-law refuses to acknowledge your complaint, get their name and badge number. Then you can make a complaint in a human rights tribunal.
Once they refuse to consider your complaint, you can sue them in small claims court.

If you are overweight, be sure to select a shirt that is at least one size too small.
Create a fake social media profile that illustrates your new persona. (I recommend selecting some 'uncommon' pronouns)
Walk like you have a stick rammed up your ass and speak like it's hitting the back of your throat.
Go to your location of choice and begin shopping!
If confronted, be sure to demand that they address you by your proper pronoun and do not provide them with said pronoun. If they ask, advise them that it's not your job to educate them and to find your profile online. Be sure to remind them that if they can't address you by your proper pronoun, you will report them to the human rights tribunal.

They can and should be sued. But this is the process you have to go through before filing in small claims.
