I can’t see the entire excerpt. But it does say “indoor....social gatherings are not permitted ....”. I can’t see the rest. You may be correct but this is very poor drafting. At the very least there is a contradiction which would be interpreted in favor of someone accused of breaching the provision.
Basically, there is a line that says families should not visit other homes. Legally, the word “should” doesn’t mean much. If this were an enforceable law, it would say families MUST not visit other homes.
