If someone calls the police to say I have guests over, can I just refuse to answer the door or refuse entry?
Can they break in?
So sad I need to ask this but I can't get a straight answer from anyone and the law is intentionally meant to be confusing.

The simplest answer is who cares. The police are not defending the law, or the Constitution, or the Charter of Rights and Freedoms any more. They will do whatever they want tonight regardless of the law. There is nothing smart about getting tased in the door way, spending the night in jail, only to spend $100,000 proving you were right.
Just be smart. Have them park a few blocks away. Don't walk in all at the same time. Keep the music at a quiet level. Choose your legal battles wisely. Getting tased on NYE is probably not one of them.
The same basic procedures that work for escorts in 5* hotels and Asian brothels in Toronto condos would be your easiest solution for a Happy New Year.

Here’s the legal workaround.
Bylaw in Ontario can enter your home without a warrant. If you resist, they can then escalate that to the police who would then have cause to prevent a crime in progress.
You see, if the police just come into your home and arrest you, your case will get thrown out of court. Now ByLaw can’t make arrests; they just hand out fines and so these cases don’t go to criminal courts.
So ByLaw would show up with the police waiting outside. When you resist the ByLaw officer, the police now have the legal justification to storm into your home.

Police can enter your house if you let them in, if they have a search warrant, or if there's an emergency (eg. life or death emergency).
I suggest everyone call the police on random addresses that aren’t partying. That way no one will get in trouble and the police won’t even bother because they’ll realize it’s a waste of resources.

No it is not. What it might do is provide very quick access to a search warrant if you are caught committing a crime or running from the scene of committing a crime.

Where you might be right is if you are in a vehicle like an RV. The purpose of that provision is to let Conservation Officers search if they suspect you guilty of illegal hunting.
