I agree that that's what the game plan seems to be, but there's a fatal flaw in the agenda. The vaccine doesn't actually PROTECT someone from getting the virus... It simply lessens the symptoms. So to ban people from society under the guise of "they might spread a virus that they're not vaccinated against" wouldn't work in this situation.
As this past year has taught us, logic doesn't factor into mass brainwashing. They could have launched a campaign to eradicate the color red, for example, for any reason and the majority of the world would be going along with it by now, whether the people actually believe red is bad or because they're afraid to speak out.
They've got "better safe than sorry" narratives all ready to push, and public pressure and corporate media will continue to silence dissent.

Here's what mandatory vaccination will look like:
Government: "Don't worry, citizens. No one is going to hold you down and forcibly inject you."
Your local grocery store: "You can't come in without your vaccine passport."
Your boss: "You can't work here without your vaccine passport."
The Airport: "You can't get on a plane to get out of this dystopian nightmare without your vaccine passport."
You: "YOU'RE ALL SICK AND EVIL AND I WON'T STAND FOR THIS!"
Them: "Kbye. Enough people will stand for it, so whatever. Enjoy."
