Oh yeah, I'm not defending this shit by any means, just saying there is a hole in their enforcement logic which will never be filled.
Also, going to get food can mean going to any place you want (walking or by car/bike), which you can justify by saying only that supermarket/store has the food you need at prices you can afford.
These rules are all about complacency of the crowds, and the police does not have enough manpower to enforce them.
