Failing a straight trade we could start repatriating swathes of Chinese students from our universities at random, or putting massive punitive property taxes on Chinese-owned real-estate in Canada. We might not be able to leverage China directly, but if we hurt their citizens, particularly those with money that needed hiding outside China, they might pressure Beijing to return our people. Worst case we collect a lot of bonus tax money from not-Canadians.
