Maybe they are also not tabling the budget because they know they won't get Royal Assent for it?

It's not about the deficit, it's about all the public servants who are going to be laid off, all the social programs that are going to be cut, the tax hikes etc etc etc etc.
The tabling of the budget is the moment when the federal fiscal situation turns from an abstract/academic concept into tangible effects that impact Canadian's lives in a real way. And this is likely to be the most impactful budget ever tabled in this country, given our unprecedented fiscal situation.
But they will try to mask those effects to the maximum extent possible. It'll be a big fiasco. Mark my words.
