Once enough people are vaccinated and cases are down to a few hundred a day (just like in Israel), nobody will care again and people will live like before. No one will ask for your vaccine passport or similar in a year.
Nothing is going to improve until those that think they'll benefit from the current course of action or its second order effects come to the realization that they are wrong and recant.
I do not believe this will happen until a bigger crisis or distraction presents it self.

What would make the EI/CERB cheat in the anecdote to change? Fraud charges? Ending the gibs and having no employment possibilities due to a major, major recession?

I don't think so. People will stop to give a shit about it when they see that the case numbers are falling and the hospitals aren't full anymore. It will be summer and you will see the restaurants and beaches full in California. People won't be wearing masks anymore and they won't social distance.
Our society not just economy is heavily influenced by public sector unions here.
Look what happened during last summer. The parks were full of people without masks, having picnics and drinking. The same thing will happen again this summer. Restaurants will open again, the border won't be closed and Trudeau will be celebrated as saviour, right in time for an election. He is the man who gave us our life back. And as we see with the UK and Boris, or Israel and Netanyahu, he will ride the wave and win.
I am not optimistic. Even if they ease restrictions for beaches in the summertime, that is no guarantee that everything will open up as before long term. Part of the plan is to destroy small business so that big corps can swoop in and take the market share.
Ask yourself this: did travel return to the way it was before 9/11? Hell no.
