Once enough people are vaccinated and cases are down to a few hundred a day (just like in Israel), nobody will care again and people will live like before. No one will ask for your vaccine passport or similar in a year.
Nothing is going to improve until those that think they'll benefit from the current course of action or its second order effects come to the realization that they are wrong and recant.
I do not believe this will happen until a bigger crisis or distraction presents it self.
Indeed, the increased, unvetted gimmiedats are enabling a lot of ill-gotten gains and laziness and no one is going to willfully choose to take food out of their mouth. Lazyiness must be the single most common trail among humanity, something for nothing behaviour is our nature.
What would make the EI/CERB cheat in the anecdote to change? Fraud charges? Ending the gibs and having no employment possibilities due to a major, major recession?
$2,000 a month in exchange for playing along with the crisis pantomime... it will take a major crisisto turn this around I'm afraid.
