The election didn’t produce a clear winner, chancellor Papen could not gather support to govern, so President Hindenburg offered the chancellorship to Hitler and let him try to form a government. Hitler then engineered an emergency (the Reichstag fire) and used that as pretext to suspend civil liberties and rule by cabinet decree.

The engineering an emergency is sounding terribly familiar now.
