Density is an average across landmass, I understand Toronto/GTA is the main population hub. But these number are correct. Honestly regardless of that fact, Canadians should be allowed to make a risk assessments for themselves. Obviously you can think critically. So you should with covid risk. The role of the government should give guidelines and science to the people and let them make choices needed to protect their family. Bolster hospitals/ICU's, focus on protecting the vulnerable to the extent in which they wish to be protected and open up Canada. I think when we see other countries or states reopen fully we can have a better comparison than Sweden and Canada. Even so, Sweden has Stockholm and surrounding area which houses over 2 million. So I don't think it's a completely unfair comparison.
Also, even if the density sits at 20-25 in GTA, (Average 22.5 just by your numbers) that still sits about the same as Sweden and they have roughly the same numbers without the mandates. That should have been at the beginning of my response. The mandates are not significant enough to warrant repeated lockdowns. They do more damage than good. Especially when it's a lockdown province wide when you know damn well the population is highest in T.O
