Japan’s issue is where the plant was built. France has used nuclear for decades safely. It has a much safer geology. Canada also does.
But that assumes there will be damage, which is not a correct assumption. If there is no damage there is nothing to be undone.
My point was to only build in geologically stable areas. France is a good example. Japan is not: it is earthquake prone with potential resulting tsunamis. It also has volcanoes. Canada is much more stable.
