He had on some kind of vest that looked bullet-proof, and a military style helmet. The truck had a some police-cruiser style bar across the front. The truck is a 2016 Ram that he purchased a few months ago for $25,000.

I don’t know too many 20 year olds who live alone in apartments in the city and have $25K to drop on a truck, so those details strike me as odd.

How can they possibly police this? Don’t create law or policy that you can’t enforce.

Also, this policy discriminates against Manitobans on the basis of province of present residence—I’m not aware that Canadians resident in other provinces must quarantine 14 days upon returning to their province of residence based on whether they are considered ‘fully vaccinated’.

Charter Section 6, Mobility Rights

  1. (1) Every citizen of Canada has the right to enter, remain in and leave Canada.

(2) Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right:

to move to and take up residence in any province; and to pursue the gaining of a livelihood in any province.

(3) The rights specified in section (2) are subject to:

any laws or practices of general application in force in a province other than those that discriminate among persons primarily on the basis of province of present or previous residence; and any laws providing for reasonable residency requirements as a qualification for the receipt of publicly provided social services.

(4) Sections (2) and (3) do not preclude any law, program or activity that has as its object the amelioration in a province of conditions of individuals in that province who are socially or economically disadvantaged if the rate of employment in that province is below the rate of employment in Canada.

Manitobans, please let your MLAs know what you think of this idea.

Remind MLAs that with so many Indigenous, Back and Brown people choosing not to be vaccinated, requiring vaccine passports to attend large events or leave the province will be seen as racist.
