This plan is even worse than the current one. Right now you get a cheque or direct deposit from the feds which collected the carbon tax and you're free to spend it as you like. With O'Toole's plan I would pay just a little bit lower (depends on how much he's planning to charge the large emitters) in carbon tax and then would be limited to spend it on "green purchases" through a savings account. Wtf is this?
