How do we know this isn't just broken like every other government website?

That's definitely suspicious. However, the anniversary of the Charter was yesterday. That could have something to do with it (maybe traffic breaking the site, or a retarded gov't web manager trying to update the content, and then breaking the site).

Yeah there's a redirect that seems to be succeeding sometimes and failing others.
The explanation for this mystery seems to be: It's a government website and is therefore a broken piece of shit.
