It's become muscle memory to turn my ringer off before going to bed because of this.
Interestingly this relatively small change a few years ago, was one of the early warning signs for me that our government was going to take away our choice and autonomy completely, in everything. My intuition was correct.

You should be able to kill it on your phone settings. Turn off emergency alerts
Worse case turn off lte
Not sure where you're located but the point of the post is on Canadian carriers the phone settings are disabled or ignored - you cannot opt out via the settings. It's annoying as fuck.
The menu is now missing on my iPhone…
