When Harper was making his declaration, he was not referring to Anglos or Natives, but the Quebecois people. Anglos and Natives have their own languages, yet all signs in Quebec are in French. You can disagree with whether this is good or not, but this is what Harper meant and everyone knows it.
BTW the word Nation comes from Latin root nat- which refers to 'birth'. So nation in this sense implies a specific ethnic group rather than the vague and irrelevant political definition.
