Already a thing in Manitoba, because all people in Manitoba have the same basic health insurance (which can be supplemented by private insurance). If you want to get vaccinated in Manitoba, you will need your ID and health card. It's not hard to enter these two in a central database from vaccination sites run by the provincial government. Manitoba isn't some high tech province. It's not hard to do that with current technology.

It doesn't. You're just making stuff up to make you feel better. If the government has a chance to implemented systems to enshrine on your freedoms even more, they can implement these in a day or two.
The vaccination cards in Manitoba are working. Same goes for those in the EU.
