Well, it makes a huge difference. People like you are implying that "unvaccinated" people are solely those who choose not to be vaccinated, when in fact that's not the case.
Are you suggesting that covid will only mutate in unvaccinated infected people? I highly doubt that. Hate to break it to you, covid is never going away. Even if 100% of Canadians are vaccinated and receive numerous "booster" shots, it would continue to circulate and likely mutate often.
It's simple. Roughly two thirds of the people tying up resources in the healthcare system due to covid are from the one third (well, 35.33%) of the population that has not received two injections of a vaccine. (https://covid-19.ontario.ca/data)
"Normal" medical services are being delayed as a result.
But based on the very title of this thread your issue is with the "unvaccinated" which you seemed to believe were people were refusing to get any shots. Now you're shifting the blame to people who had to wait because they were not eligible until a few weeks ago and who due to Trudeau's failed procurement have to wait up to another 4 months to get a second dose. It almost seems like you're just trolling at this point because you were proven wrong.
You're bringing an awful lot of speculation into this conversation.
It's probably just you and me following it, but just in case anyone else is paying attention I'd like to thank you giving me so many opportunities to repeat my message that the majority of people in the medical system suffering the effects of covid come from the ranks of those who have not had both their shots.

Just admit it, you lost the argument and are grasping at straws now.
