The conditions for that are simply that the Minister has to determine that the evidence provided supports the conclusion that the benefits outweigh the risks, taking into account any uncertainties about said benefits and risks.
In other words, all the minister has to say is "the data looks good to me." And if there are side effects? "Still worth it." And if they dare look at the info that says natural immunity is more effective? "Natural immunity means getting covid in the first place and we don't want that. The jab is still worth it." And the interim order is still good to go.
