I would say it's a leftist technocracy (with elements of 'state socialism', as understood by Mises; p.240+ : https://cdn.mises.org/Socialism%20An%20Economic%20and%20Sociological%20Analysis_3.pdf) with a curious anti-populist, Wilsonian reflex.
