The counts include those that have passed away, but the population is not normalized so it shows essentially 15685x(vaccination rate) have passed away in that group.
Using this data you could figure out how effective the 1,2,3 dose vs undosed death rate is.
Considering the higher than average death rathe for Ontario in 2019 was 4.7 per 100000 this number is exceptionally high.
Yes, and let’s not forget many of the remaining people that compromise that 100% figure remain to be unvaxxed and alive.

To clarify a usual death rate for all of Ontario is 4.7 per 100k.
The death rate shown here is a 608% increase.
That generally doesn't change greatly between demo groups so it is concerning to see
