You failed to read "in the name of public health - Nazi Racial Hygiene by Susan Bachrach, ph.d" in which she covers the history of the conflation on typhus with the Jewish population and that policy being imported in 1939 to Poland.
It's in one of my links. You there will learn that part of the way the Germans treated typhus was as a racial disease.
They blamed the Jews for spreading it which then lead to the ghettos.
But you don't like that story because you want to justify the behaviour obviously.

Thank you for exposing the complete similarity between the liberal behavior and the German occupation forces of 1939. This is the crux of the issue.
I wonder how many decendents of Germans of the 1930s were involved in the formulation of the COVID response. A review of their histories may prove enlightening.
You're ignoring the fact that the confinement and "papers" system came first.
The typhus came later.
So your story that "The only identification they had to let them travel to work were health passes" only became true later, after the shitty conditions they were kept in led to an outbreak of typhus.
Your comparison between the Warsaw ghetto and recent covid public health measures is silly at best.
You didn't read the article. Germans were building the story for 20 years. Try reading the article. The papers and typhus conflation were built over 20 years of hate.

Once again it's relatively simple to understand but like literalists like yourself you can't seem to understand literary licence.
Here's how it is: The ghettos had shoot to kill orders for typhus carrying Jews based on false medicalization of tyranny using tropes to trick citizens into hating Jews. Writers of of Casablanca used the trope to write a fictional travel pass to illustrate the hate and carry across what was a health based permissions (a written permission is a pass) as "travel based" to fit into their narrative. The German health pass was real (is the name of their health tracker including all immunizations) and was required for school and work.
