Apparently they don't understand that in 2015 there was an effort being made to be prepared for the next global pandemic. Everyone who learned from history knew it was going to happen.
George W. Bush knew it
Barack Obama knew it
Obama set up the NSC Directorate for Global Health Security and Biodefense in 2014 to prepare for a pandemic.
Trump shut it down in 2018.
