Is she actually saying all those care facility clients died all of a sudden because the standard of care suddenly fell drastically? What? All the workers quit, or something? That's why all those people suddenly died? Not because of a new infectious virus?

Maybe she feels those for-profit care homes should have had enough staff waiting around in case a global pandemic arrived. Or maybe she feels that they should have gone out and found staff immediately, at the same time every other care facility was looking for the same thing. And because they weren't, or didn't, that was medical malpractice?
It's a mystery what she's trying to say. Don't put her in charge of your business folks.
She has no medical expertise herself but her inflated ego or limited intelligence has convinced her she knows more - somehow - than the people who do.
Without the pandemic there would have been no need to rent refrigerated trailers to park outside overflowing morgues.
