This hasnt happened yet, its not (technically) in the process of being implemented. This article is about how possible it is to happen-- though the headline implies it already is.

The point is we need to flush the turd to eliminate the possibility it could happen instead of letting it go and trying to repeal it -- which would be nearly impossible if the govt can control the bank accounts of its opposition*
