Most of them are crack addicts or hardcore alcoholics that would just rip apart the place given to them for drug or booze money. They should be locked up in mental hospitals or forced into rehab.

But no the city builds drug injection sites for them instead, since they lead to less overdose deaths. Which is stupid... they are better off dead.
