I don't know if the moment is right. Voters (moderates and swing voters anyway) will probably resent the party that forced them to go to the polls in the middle of a (highly convenient) "second wave".

My bet is that he will announce to step down in 2021 and that Freeland will take over. He will win the confidence vote (since the NDP has nothing to win) and we continue as always.

It would be interesting to see if the Canadian left demanded "vote by mail" like the American left are, or if that's only necessary in elections where the left-wing party needs to exercise widespread voter fraud in order to have any chance at winning.
Who knows? Maybe they will. They have been taking pages out of the DNC's playbook left and right.
The Liberals know it will likely be strategically suicidal for them to be the ones that pull the trigger, so what will happen is the content of the throne speech will be designed in such a way that angers the CPC, Bloc, and NDP making them vote against it, an election will be called, the Liberals and their media pawns will spin it as the opposition trying to "divide" the country with the intent of people eating it up (combined with the CERB high) which will translate to voters voting for them en masse.
And the opposition will be wise enough not to take the bait. Remember, they can have a confidence vote any time they want. There's no need to do it on Trudeau's terms.
That's probably their plan, but again I don't think the opposition will take the bait. I mean why would the opposition trigger an election when Trudeau is still enjoying a major covid bump, and before the whole WE scandal has been allowed to run its course. At the very least, the CPC will wait until that one run its course.
Edit: Oh wait. Seems Trudeau's approval/disapproval rates flipped two weeks ago and the media never reported it.

I bet you that 90% don't even know what a 'minority' government is, how it works, or what a confidence vote is. They certainly don't have the mental capacity to collectively lay blame for the government falling on a single party or circumstance.
Hell, you could probably tell Canadians that it's in our 'charter of rights and freedoms' that we MUST hold another vote during a pandemic, and the vast majority would believe you.

Trudeau has to craft a Throne Speech that is poisonous to all parties, but that allowed him to take the high-ground during the election.
This is going to be something. It has to be left of the NDP, but poisonous to them. Same goes for the CPC and the Bloc.
He has to drop some policies that will promise to bail-out the people who lost their jobs during the lockdown while offending the desires of all 3 parties, maybe all 4.
My feeling is that it will somehow promise the Ring of Fire and heavy metal mining as a way to promote Canada-built electric cars. That would be unacceptable to all 4 parties, they'd be going against the natives, forcing through a resource project in a sensitive area, and giving public money to American auto companies hoping they don't take our money and fuck us. Again.
