My current understanding:
The natives have a treaty right to fish for "a modest living" without clear understanding how much that is.
Other fishermen are pissed because the natives are fishing undersized/spawning lobsters en masse that can't even be sold, ruining the stock for everyone.
Yes. Burning down the pound/van is illegal. As far as confiscating the lobsters goes I think it may be vigilantism.
IANAL but reading https://laws-lois.justice.gc.ca/eng/regulations/SOR-93-332/page-1.html a bit makes me think it IS indeed illegal for natives to fish/sell the undersized/spawning lobsters or out of season fishing.
I don't know. I read that too, but I also read because of their treaty rights it's not illegal for them (again: not sure).
