Don't involve the govt / police before you try to talk to them. Bring some food over and try to air things out. Having guests for the holidays doesn't seem too crazy, but if something illegal is going on, maybe you can record the conversation subtly and report anything to immigration authorities. I would also be saving up a down payment for a house, maybe out in the country. Fences make for better neighbors.
