I'm in Montreal, sadly. Ponder this: so, can't go to a bar without a passport. They also included some crap like, "you won't have to wear a mask or distance in private residences with it." The logical conclusion from this is that they will be sending Stasi to house parties to check your "papers".
After Quebec locked us in our houses after 8 pm, I took the first course I could. Paperwork for my actual license is in the mail as we speak. Hopefully, I'll be able to have a very Merry Xmas.
