It is taken out of context. The exemption actually applies to a ban for foreigners to enter Canada in order to participate in protests:
A foreign national must not enter Canada with the intent to participate in or facilitate an assembly referred to in subsection 2
They are clearly trying to prevent U.S. folks from joining the protests, but it's not as bad as ZeroHedge is trying to paint.

So because Turdeau effectively inherited his position of power, we now need to penalize every middle-class person of European descent, so their kids definitely end up in a ghetto. Am I the only one seeing the hypocrisy here?
