Here is how the law reads:
Indoor organized public events and social gatherings are not permitted except with members of the same household. Limit close contact to your household (the people you live with):
-Families should not visit any other household or allow visitors in their homes
- Individuals who live alone and single parents may consider having exclusive, close contact with another household to help reduce the negative impacts of social isolation
- Virtual gatherings or events are the safest way to visit or recognize occasions with people outside your household, especially during the holiday season
Note where it says that families "SHOULD" not visit other households. If this were in fact illegal, the wording would say that families "MUST" not visit other households.
I can’t see the entire excerpt. But it does say “indoor....social gatherings are not permitted ....”. I can’t see the rest. You may be correct but this is very poor drafting. At the very least there is a contradiction which would be interpreted in favor of someone accused of breaching the provision.
Basically, there is a line that says families should not visit other homes. Legally, the word “should” doesn’t mean much. If this were an enforceable law, it would say families MUST not visit other homes.
