How's Trudeau going to get out of this Line 5 pickle and keep oil flowing?

Have not seen this referred to in any reporting and I wonder why not:
A shutdown valve (also referred to as SDV or emergency shutdown valve, ESV, ESD, or ESDV; or safety shutoff valve) is an actuated valve designed to stop the flow of a hazardous fluid upon the detection of a dangerous event. This provides protection against possible harm to people, equipment or the environment.
a 'dangerous event' underwater would be a drop in line pressure, which is quite straightforward to measure.
With out a doubt those are installed at regular intervals to shut in the pipeline. But these environmentalists consider a single drop of oil in the lake to be an ecological catastrophe.
Enbridge is working on building a tunnel under the lake to re route the pipeline to. Well they would be working if they didn’t have the permit revoked. Put the pipe in a tunnel where it can’t be struck by anchors and if it leaks it’s contained. Nope, not good enough for these fucks.
