What is the difference between Veltman and Hassan Ali?

Veltman isn't charged with terrorism, yet.

The government tried to chrage Hassan Ali with terrorism but the judge denied it.

Was Hassan instantly labeled a terrorist by the media and politicians?

I’m fine with both being convicted of terrorism. But now imagine the outrage if Veltman isn’t convicted or even charged with it after the government and media has already given him the label of terrorist.
