Almost all EU countries have it in place. It won't take years to implement.
Dude, it's a QR code printed on a card which you can scan. It's not complicated. Such system existed now for almost two decades.
Already a thing in Manitoba, because all people in Manitoba have the same basic health insurance (which can be supplemented by private insurance). If you want to get vaccinated in Manitoba, you will need your ID and health card. It's not hard to enter these two in a central database from vaccination sites run by the provincial government. Manitoba isn't some high tech province. It's not hard to do that with current technology.
