Are they referring to this one? Released Sept 2 2021, prior to the arrival of Omicron, titled "ECDC and EMA highlight considerations for additional and booster doses of COVID-19 vaccines"
or this one, released January 11 2022, titled "Preliminary data indicate COVID-19 vaccines remain effective against severe disease and hospitalisation caused by the Omicron variant"
Boosters “can be done once, or maybe twice, but it’s not something that we can think should be repeated constantly,” Marco Cavaleri, the EMA head of biological health threats and vaccines strategy, said at a press briefing on Tuesday. “We need to think about how we can transition from the current pandemic setting to a more endemic setting.”
Let me guess, the head of the European Medicines Agency is an unhinged conspiracy theorist
What gave you the impression he based his press briefing comment on an individual study or report.
The EMA is Europe’s CDC, this guy is the head of vaccine strategy.
He’s basically explaining the EMAs vision moving forward. He wants to transition into a variant specific dose before every winter once Covid is endemic. He thinks half of Europe will likely have contracted Omicron by March, and he believes in the dreaded natural immunity.

The second one says some things that you would like but I won't quote them. I'll just quote something I like: "The latest evidence, which includes real-world effectiveness data, also suggests that people who have had a booster dose are better protected than those who have only received their primary course." https://www.ema.europa.eu/en/news/preliminary-data-indicate-covid-19-vaccines-remain-effective-against-severe-disease-hospitalisation

I asked what study or report he based his press briefing comment on. Do you know or not?

Stupid headline
Generally speaking omicron itself doesn't cause severe illness regardless of vaccination status.
It has been 18 months since the ICU beds have been so full.
