No there is a basis in truth to all literary allegorical elements. You chose to say there's no basis and they chose to try to discredit the literary tool as not based in some fact. How would you determine if someone had left a ghetto and then get shot? Were their papers out of date? How would they get legal authority to commit the act by the regime without some predicate.
You are saying that the guards could just "tell" and the story of the papers in Casablanca was completely fabricated.
The kernel of truth in the story was the practice was from stories heard in the thirties and the harsh outcomes as noted.

I’m here defending the Nazi’s because unlike the Trudeau Government, I claim the Nazis didn’t implement a hygiene pass or a health pass. Only Trudeau did.
However, like the Socialist Nazis, Trudeau DID implement check points to check hygiene status and he DID jail the healthy citizens and put them in camps when they did not show ze papays!!

Confinement in the ghetto came first, because the Nazis were vicious anti-semites. The "permission" that was required to leave was in place before the typhus appeared.
