319 (1) Every one who, by communicating statements in any public place, incites hatred against any identifiable group where such incitement is likely to lead to a breach of the peace is guilty of

i think you'll find that the places that manage to come out the other side of this tend to be the same places that secretly opened.

Ive worked in restaurants for like 5 years, I just recently got out and a lot of places I previously worked at opened through the back door or basement or whatever means they could open by.

Trusted regulars only, and the few fines some of them have gotten don't outweigh the receipts they really need right now.
