The entire point of that announcement is to try and bait the CPC into objecting. Keeping immigration levels the same would make immigration a non-issue that the CPC doesn't have to comment on. But jacking it up makes it an election issue and forces the CPC to take a position. And the media, who are in cahoots with the Liberals, they've got stacks of articles pre-written, ready to call the CPC "racist" for wanting to "lower" immigration (i.e. by cancelling Trudeau's planned increase), stacks of immigrant fluff pieces, "Why are the CPC pandering to white nationalists" smears etc etc. They (the media and LPC) have got a whole campaign designed around calling the CPC racist for wanting to reduce immigration. That's what they're going to campaign on in the next election.
That's why the CBC asked O'Toole about the immigration increase just then, completely out of the blue. They're trying to get him to react.
From the CPC's point of view, they were presented with two options when Trudeau made that move:
Take the bait and oppose the increase. In doing so, exposing themselves to this "O'Toole's a racist for wanting to reduce immigration" campaign that everyone knows CBC, Global, CTV and the rest of them already have cooked up and ready to launch.
Not take the bait, and instead just say "Yeah sure whatever, fill your boots Justin." and then lose some of the low IQ/low information voters who will run to the PPC because they don't understand the strategy and don't understand this move was specifically designed by the Liberals to make them run to the PPC, for the Liberal's benefit.
It's a pretty shrewd move on the LPC's part actually.
