Deputy leader of the CPC, Minister of Foreign Affairs, Minister of National Defense, Minster of Justice. That's the resume of someone who's being groomed for the top spot. They probably told Poilievre he could be next in line after MacKay if he stepped aside and let MacKay take this one.
But then an outsider (O'toole) won the leadership, screwing up the establishment's succession plan.
The fact that O'Toole is an outside and Poilievre is an establishment favourite probably puts them at odds. O'toole demoting Poilievre was probably a power-play, i.e. O'toole telling the party elder they're not in charge anymore.
I think this power play theory is a bit too far fetched. While it's probably true that the elders in the Conservative Party would have preferred McKay, I don't think that they are unhappy with O'Toole or even consider him a threat. O'Toole is friends with many influential party members, including Harper and Ed Fast.
