The health "experts" of various countries follow guidance from above and politicians follow the "experts" or are blamed for "killing grandma". Ford, et al wouldnt be able to just say 'we are testing with the previous standards of 25 cT value that were used before covid pandemic' because the health experts control it. While provinces have some autonomy over their health care services, they all still follow the governing bodies at basically a federal level dictating the terms and guidelines, so you would only really need one person to control most of a country's numbers and testing procedures. Rest fall in line, especially in socialized healthcare where there are no alternatives and you must follow that or lose entire career. Theres no reason to question anything as a healthcare professional when the altnerative is career suicide.
