Electricity in Quebec is extremely cheap and the climate is cold. The cheapest rate is 6 cents per kWh. 6 Canadian cents. That's less than 5 US cents. You don't get that anywhere in the US for example.
Which would make it optimal for a mining business, if high electricity usage wasn't banned. Their choice, and their loss.
Quebec doesn't lose much. Mining operations pay barely any taxes.
They make more profit by upping the price of electricity when they sell it to the Americans.
