They are not. Trials were run in Germany, for one. Your news article is almost two years old. India went with cheaper vaccines.

The cure can't be worse than the disease. If you never tested it anything is worse than the disease.
If you outsourced your national security to another country "trusting" that they do the right thing you failed to protect your people.
