Legalize everything. Then consumers can sue the manufacturers and sellers if they are harmed by using their products, just like all other legal products.

tldr; C15 says canadastan must follow the "United Nations Declaration on Rights of Indigenous People", which says natives control all the land, and must be paid for all past and future use of the land.
Increased GDP is not the same as increased standard of living (ie: higher wages and lower prices).
Importing more poor people who work for cheap does make the measured GDP bigger and increase demand, but lower wages and higher prices make the citizens poorer.
