You see that a ton of influenza tests were made in the last 12 months, even more than on average. The same tests which were used to diagnose people with influenza before Covid happened. Why didn't these influenza tests in the last 12 months return any positive results? These aren't PCR tests for Covid, these are specific influenza tests which are in use for decades and they should have picked up influenza cases. But they didn't.

I think you misread my comment. I wasn't talking about PCR tests. I was talking about dedicated influenza tests. A ton of these were done during the last 12 months, but almost zero came back positive.

It was up to the Trump admin to to decide what these review mechanism are. And the Trump admin, almost a year after Obama left, decided that these review mechanism are enough. The Trump admin is to blame for the lift. At any point the Trump admin could have stopped it, just by saying that these review mechanism aren't enough.

Nothing in the document you linked recommends a lift of the ban. They recommend to review the ban. A review is not a yes or a no. The Trump admin had the choice to lift the ban or not. And the Trump admin decided to lift the ban in December of 2017. So yeah, it was the Trump admin that lifted the ban for funding of gain of function research.

Obama didn't lifted the restriction on gain of function research. A review of the rules was launched under Obama in January of 2017. The restriction was lifted in December of 2017, almost a year into the Trump presidency.
