Airports already do things like that. You'll see signs that read something to the effect of: "You have the right to choose not to be searched, and in so doing you are choosing not to get on the plane." It's basically a Hobson's choice.

You might be thinking that because you heard the phrase "authorized for emergency use." That's only the wording used in the States. In Canada, it's "authorized for interim use." Meaning, it can be used before the trials are over, no emergency required.

Website really needs to check its math. It says "0.00636 percent" when it means "0.636 percent." They plugged the two numbers into a calculator and called it a percent. But even a death rate of 0.6 percent is not a cause for concern, let alone one of 0.09 percent.
